Unfortunately a clear solution to this problem was not found. It is probably due to a corrupt printer driver on the computer that the tag printer was physically connected to.

Crystal Reports is not able to correctly render the report because of how it interacts with the Windows Default Printer.
  
Restarting the computer sometimes resolves this issue.
