This error occurs because the ODBC connection is not set up correctly, possibly because ODBC was mistakenly set up to be a 'User DSN' instead of a 'System DSN'.

Go into Control Panel > Administrative Tools > Data Sources (ODBC), then go to the System DSN tab, hit the configure button, and make sure that everything is set up correctly.
